PESA is holding its 19th Annual Foreign and Civil Service Officer Energy Industry Training Session on July 25-28. One of the highlights of this unique training program is a membership dinner honoring the participants.

Come and meet the government representatives from the US Departments of State and Energy who are in Houston to learn about our industry and meet with our members.

Gretchen H. Watkins
Vice President of
International Production Operations
Marathon Oil Corporation

Gretchen H. Watkins is vice president of International Production Operations for Marathon Oil Corporation.  In this role she is responsible for Marathon’s businesses in Equatorial Guinea, Libya, Angola, Poland, Indonesia, Kurdistan, Norway and the UK.  She joined Marathon in 2008.

Prior to joining Marathon, Ms. Watkins held a number of international leadership positions at BP.  These included director general for BP Vietnam and China E&P in Ho Chi Minh City, vice president of the North American Natural Gas Liquids Business at BP Canada in Calgary and president of BP Netherlands Energy E&P in The Hague. She also worked at BP’s corporate offices in London within the Group Marketing organization, and held supervisory and managerial positions in Pipelines, Crude Oil Supply and Trading. She began her career with Amoco (later BP) as a facilities engineer in the Gulf of Mexico. 

Ms. Watkins earned a Bachelor of Science degree in Mechanical Engineering from Penn State University. 

Ms. Watkins serves as a Board Member with Communities in Schools, Inc., a non-profit organization providing social and educational support services to public school students in the Greater Houston area.

Dan Pickering  founded Pickering Energy Partners, Inc. in 2004, which combined with Tudor Capital in 2007. Prior to founding the firm, Mr. Pickering served as Head of Research at Simmons & Company, International. He also gained buy-side experience with Fidelity Investments and industry experience at ARCO Alaska, Inc. He holds a BS in Petroleum Engineering from the University of Missouri and an MBA from the University of Chicago. His presentation at this year's dinner is titled "Energy – So Many Issues, So Little Time."

David Stover
President & Chief Operating Officer
Noble Energy

David Stover has more than 30 years of oil and gas industry experience. Before assuming his current role in April 2009, he served as executive vice president and COO since August 2006. He served as Noble Energy’s senior vice president of North America for two years and as the company’s vice president of business development from December 2002 to July 2004. Before joining Noble Energy, he was BP’s vice president and business unit leader for the Gulf of Mexico Shelf from September 2000 to August 2002.

Active in a number of industry and community organizations, David serves on the Board of Junior Achievement in Houston and is a member of the Offshore Energy Center’s Education Committee. He holds a bachelor’s degree in petroleum and natural gas engineering from Pennsylvania State University and is a member of the Society of Petroleum Engineers.
